คนเลี้ยงแพะ, นักแสดง, นักบิน, คนทำเบเกอรี, นักโบราณคดี, ช่างไม้, ช่างก่ออิฐ, ช่างประปา, ผู้จัดการร้านอาหารและคาเฟ่, เชฟ, กุ๊ก, พนักงานศูนย์ดูแลเด็กเล็ก, ครูสอนดำน้ำ, ช่างตัดเสื้อ, ช่างทำผม, บรรณารักษ์พิพิธภัณฑ์, คนทำสวน เป็นส่วนหนึ่งในหลายอาชีพที่จะเป็นทางสะดวกเข้าสู่การทำงานและอยู่อาศัยถาวรในประเทศออสเตรเลีย
แผนการรับชาวต่างชาติดังกล่าวเป็นการผลักดันของรัฐบาลกลางร่วมกับรัฐบาลรัฐเพื่อนำคนบรรจุในตำแหน่งงานที่ว่างตามเมืองใหญ่ในภูมิภาคต่าง ๆ เพื่อสนุนเศรษฐกิจของท้องถิ่นนั้น ๆ
โครงการใหม่จะอยู่ภายใต้วีซ่าผู้ชำนาญในวิชาชีพ (skilled visa) สองประเภทที่ต้องการให้แรงงานวิชาชีพอยู่อาศัยและทำงานในท้องถิ่นเป็นเวลา 3 ปีก่อนที่จะสามารถได้สิทธิ์ทำเรื่องขออยู่อาศัยอย่างถาวร
นาย David Coleman รัฐมนตรีกระทรวงการเข้าเมืองของรัฐบาลกลางกล่าวว่า วีซ่าดังกล่าวจะสามารถช่วยลดประชากรแออัดตามนครใหญ่อย่างซิดนีย์, เมลเบิร์นและบริสเบน และเปิดโอกาสให้ชุมชนในภูมิภาคมีแรงงานมีฝีมือเข้าไปอยู่อาศัย
วีซ่าแรงงานมีฝีมือทำงานและอยู่อาศัยในภูมิภาคแบบใหม่จะมีด้วยกันสองประเภทคือ แรงงานที่มีนายจ้างสปอนเซอร์ กับแรงงานมีฝีมือที่กำหนดอาชีพขาดแคลนโดยรัฐบาลรัฐและรัฐบาลดินแดน
คำว่า ‘ภูมิภาค’ ในที่นี้หมายถึงพื้นที่ทุกแห่งในออสเตรเลียยกเว้นนครซิดนีย์, เมลเบิร์นและควีนสแลนด์ โดยได้เพิ่มนครเพิร์ทและเมืองโกลด์โคสต์เข้าไปด้วย หลังจากมีการล็อบบี้อย่างหนักจากกลุ่มธุรกิจผู้มีส่วนได้ส่วนเสีย
